Who does what in Essex?
Most of Essex has two councils. Essex County Council runs roads, libraries, schools, social care and recycling centres. Your district council collects your bins and handles council tax and planning. Southend-on-Sea and Thurrock are different. Each one runs all its own services, including bins and recycling centres.
